Delhi is a city-state and Union territory with its own environmental geography and law. Our pages on the DPCC and on Delhi's industrial areas cover consents, closures and the industrial estates. This page looks at Delhi's wider framework: the Ridge, an extension of the Aravallis treated as forest; the Yamuna floodplain, where construction is restricted under court and NGT orders; the Delhi Preservation of Trees Act, 1994; groundwater; air quality under the Commission for Air Quality Management; and the courts and tribunals that sit in the city.
One point is easy to miss: because Delhi is a Union territory, the Water (Prevention and Control of Pollution) Amendment Act, 2024 applies here, so Water Act contraventions are dealt with through penalties by adjudicating officers rather than prosecution. The NGT's Principal Bench and the Delhi High Court are both in the city, and the Supreme Court's long-running M.C. Mehta cases on Delhi's air, vehicles and industries continue. We are based in Dwarka, New Delhi.

The Ridge
The Delhi Ridge, the northern tail of the Aravallis, runs through the city in the Northern, Central, South-Central and Southern Ridge. Large parts are notified as reserved forest, and areas with Ridge characteristics outside the notified forest, known as the morphological Ridge, have been treated as protected under orders of the Supreme Court and its Central Empowered Committee, with construction needing permission from the Ridge Management Board and the Court in many cases. Farmhouses and buildings on Ridge land have faced demolition, and encroachments in the Southern Ridge around Asola and Mehrauli have been removed. Anyone buying or building near the Ridge should check its status. See forest clearance.
The Yamuna floodplain
The Yamuna floodplain in Delhi is protected by orders of the NGT, notably in the Manoj Misra case, which prohibited construction and dumping on the floodplain and directed its restoration, and by the Master Plan's zoning. Structures on the floodplain have been demolished, and the 2023 floods, when the river rose to record levels and flooded low-lying areas, underlined the risks. Restoration projects such as biodiversity parks have been developed. Property on or near the floodplain should be checked against the zoning and orders before purchase.
Trees and groundwater
The Delhi Preservation of Trees Act, 1994 requires permission from the Tree Officer for felling or transplanting any tree in Delhi, with compensatory plantation, and the Delhi Tree Transplantation Policy, 2020 favours transplanting a substantial share of affected trees. The Delhi High Court has closely supervised large felling proposals and pruning practices. Groundwater in Delhi is over-extracted across most of the city; borewells used for commercial or industrial purposes without permission have been sealed, and the NGT has directed action against illegal extraction. See tree felling permission and groundwater NOC.

Air quality and the courts
Delhi's air quality has been supervised by the Supreme Court for decades in M.C. Mehta v Union of India, which led to the conversion of public transport to CNG, restrictions on old vehicles, and relocation of polluting industries. The Commission for Air Quality Management now coordinates air quality action, with standing directions and GRAP, revised in September 2026. Delhi has banned the plying of diesel vehicles older than ten years and petrol vehicles older than fifteen years under court and NGT orders, with impounding and deregistration. Businesses with fleets, gensets, construction sites and industries need to plan for these rules. See NCR, GRAP and CAQM compliance.

Mistakes we see in Delhi
- Buying farmhouses on Ridge land
- Building on the Yamuna floodplain
- Felling trees without Tree Officer permission
- Assuming Water Act prosecution rules still apply in Delhi
- Running old diesel vehicles in fleets
A farmhouse near the Southern Ridge
Here's a made-up example. A buyer was offered a farmhouse near Asola in South Delhi.
We checked the forest notifications and the morphological Ridge maps, and found that part of the plot was Ridge land where construction was not permitted. The buyer negotiated the purchase of only the unaffected portion and obtained a legal opinion before building.
Unauthorised colonies and land use
A large share of Delhi's population lives in unauthorised colonies and urban villages, many on agricultural land, some close to the Ridge or the floodplain. Regularisation schemes have conferred ownership rights in many colonies, but environmental restrictions on Ridge land, the floodplain and forest continue to apply. Commercial and industrial activity in residential and mixed-use areas is limited by the Master Plan, and polluting activities in such areas face sealing drives. Buyers and businesses should check the land's status under the Master Plan and environmental orders, not only its regularisation status.
Landfills, waste and the 2026 rules
Delhi's three large landfills at Ghazipur, Bhalswa and Okhla have been the subject of NGT proceedings and bio-mining to reduce legacy waste, after fires and a fatal collapse at Ghazipur in 2017. Under the Solid Waste Management Rules, 2026, bulk generators in Delhi, including housing societies, hotels, malls, offices and institutions above the thresholds, must segregate waste into four streams, process wet waste on site where feasible, register on the portal and file returns. Construction sites must handle C&D waste under the 2025 rules. See bulk waste generator.
