Manipur is a hill state surrounding the Imphal valley, where Loktak lake, the largest freshwater lake in north-east India and a Ramsar site, supports fishing communities and the floating phumdis of Keibul Lamjao National Park, the only floating national park in the world and home of the endangered sangai deer. The hills are forested and largely under community and customary control. Hydropower, roads and urban growth in Imphal raise environmental questions.

Industries and establishments deal with the Manipur Pollution Control Board. The Water (Prevention and Control of Pollution) Amendment Act, 2024 has been extended to Manipur through a resolution of Parliament, so Water Act contraventions are dealt with through penalties by adjudicating officers. Loktak is protected by the Manipur Loktak Lake (Protection) Act, 2006. Cases go to the NGT's Eastern Zone Bench in Kolkata and the Manipur High Court. We advise clients through online consultation, with local counsel on brief.

A special protection law

Loktak lake

The Manipur Loktak Lake (Protection) Act, 2006 created the Loktak Development Authority and divided the lake into zones, with restrictions on construction, fishing structures and other activities, especially in the core zone. Athaphums, enclosures used for fish farming, and phumdi removal have been regulated, sometimes controversially for fishing communities. The Ithai barrage, built for a hydropower project, changed the lake's water levels and is linked to the thinning of the phumdis on which the sangai depend. Projects in and around the lake need clearance from the authority and must comply with wetland rules.

Penalties

The Water Act amendment in Manipur

Parliament extended the Water (Prevention and Control of Pollution) Amendment Act, 2024 to Manipur by resolution. As a result, contraventions such as operating without consent or violating conditions are dealt with by adjudicating officers who can impose penalties from Rs 10,000 up to Rs 15 lakh, with more for continuing contraventions. Appeals go to the NGT with a 10 per cent deposit. Units should reply to inquiry notices in time with evidence. See environmental penalty defence.

Approvals

Forests, hills and community land

The hill districts are largely forested, and much land is held by communities under customary law. Roads, hydropower and other projects need forest clearance where forest land is involved, settlement of rights, and engagement with communities and village authorities. Shifting cultivation, or jhum, is practised in the hills. Protected areas such as Keibul Lamjao and Yangoupokpi-Lokchao need wildlife clearance for nearby projects. See forest clearance.

Waste and water

Urban issues in Imphal

Imphal's growth has strained its waste management and water bodies. The Nambul river, which flows through the city into Loktak, carries sewage and solid waste, adding to the lake's problems. Urban local bodies and bulk generators have duties under the Solid Waste Management Rules, 2026, and hospitals need biomedical waste authorisation. Construction near rivers and wetlands faces restrictions.

Our approach

How we work

We are a litigation and advisory practice led by Advocate BK Singh, with offices in Dwarka (New Delhi) and Vaishali (Ghaziabad). This is what you can expect:

  • Online consultation: quick review of your documents.
  • Loktak and wetland law: zoning and approvals.
  • Penalty inquiries handled: under the amended Water Act.
  • NGT Kolkata matters: coordinated through our network.
  • Written fee terms: agreed stage by stage, never linked to the outcome.
Avoid these

Mistakes we see in Manipur

  • Building in Loktak zones without authority clearance
  • Ignoring adjudicating officer notices
  • Assuming hill land is not forest
  • Dumping waste into rivers feeding the lake
  • Filing NGT matters in Delhi instead of Kolkata

A guest house near Loktak

Here's a made-up example. An entrepreneur planned a guest house on the edge of Loktak lake.

We checked the lake's zoning under the 2006 Act and found the site was in a zone where construction needed the authority's approval with limits. The design was adjusted and approval sought from the Loktak Development Authority.

The valley's water

Rivers, dams and floods

The Imphal valley's rivers, including the Imphal, Iril, Nambul and Thoubal, flow into or near Loktak, and floods affect the valley regularly. Dams such as the Ithai barrage and the Thoubal multipurpose project have altered water flows and land use, and proposals for new dams on rivers such as the Barak have been controversial because of submergence of forest and community land. Projects on rivers need EC, forest clearance and, where communities are affected, careful consultation. See environmental clearance.

Hill districts

Shifting cultivation and forest loss

Shifting cultivation in the hill districts, combined with poppy cultivation in some areas and timber extraction, has led to forest loss, and the state has carried out drives against illegal cultivation and logging. Forest produce transport needs transit permits, and illegal timber trade is an offence under forest laws. Projects that clear forest in hill districts should confirm the land's status and obtain the necessary approvals. Community forests and village authorities play a large role in land use decisions.

Quick checks

  • Is the land community, private or government forest?
  • Does the project need EC, forest or wildlife clearance?
  • Will the unit face Water Act penalties if consent lapses?
  • Has the community been consulted?
  • Which NGT bench and High Court will hear any dispute?
