Odisha is one of India's richest states in minerals, with iron ore in Keonjhar and Sundargarh, bauxite in the Eastern Ghats, coal in Talcher and Ib valley, and chromite in Sukinda. It hosts large steel, aluminium, power and refinery projects at Kalinganagar, Angul, Jharsuguda and Paradip. Mining cases from Odisha have shaped Indian environmental law: in 2013 the Supreme Court in the Niyamgiri case gave gram sabhas a decisive role on bauxite mining in the Niyamgiri hills, and in 2017 in Common Cause v Union of India it directed mining companies to pay compensation equal to the value of ore mined without or beyond environmental and forest clearances.
Odisha's coast includes Gahirmatha and Rushikulya, among the world's largest nesting sites of olive ridley turtles, the Bhitarkanika mangroves and Chilika lake. Industries deal with the State Pollution Control Board, Odisha. Cases go to the NGT's Eastern Zone Bench in Kolkata and the Orissa High Court in Cuttack. We advise clients through online consultation, with local counsel on brief.

Mining after Common Cause
In Common Cause (2017), the Supreme Court found that many iron ore and manganese mines in Odisha had produced ore beyond the limits in their environmental clearance and mining plan, or without forest clearance, and directed payment of compensation equal to the full value of such ore. Large sums were paid. The case made it essential that mine production stays within the EC, consent and mining plan limits, and that every part of the lease used has the required forest clearance. Mining companies in Odisha should reconcile production, dispatch and EC limits every year and keep records. See environmental compensation demand.
Niyamgiri and forest rights
In the Niyamgiri case (2013), concerning bauxite mining in hills sacred to the Dongria Kondh, the Supreme Court held that gram sabhas had to consider claims of individual, community and religious rights under the Forest Rights Act, and the gram sabhas rejected the mining. The decision is a reference point for projects in forest areas across India. In Odisha's tribal districts, projects on forest land must settle forest rights and involve gram sabhas as the law requires, and the state has recognised many community forest rights. See forest clearance.
Industrial clusters and air
Angul-Talcher, with coal mines, power plants, an aluminium smelter and steel plants, and Jharsuguda, with aluminium and power, have been identified as critically polluted areas. Fly ash, dust from coal transport, and effluent from mines and plants are major issues, and the NGT has examined fly ash disposal and air quality in these clusters. Plants should run emission controls continuously, utilise fly ash and manage ash ponds safely, and keep online monitoring connected to the board.

The coast and turtles
Olive ridley turtles nest in mass arribadas at Gahirmatha, Rushikulya and Devi river mouth. During the nesting season, fishing is restricted near the coast, and lighting and construction near nesting beaches are controlled. Gahirmatha is a marine sanctuary, and Bhitarkanika is protected for its mangroves and saltwater crocodiles. Ports, industries and tourism projects on the coast need CRZ clearance, and projects near these areas need wildlife clearance and must follow ESZ rules. Chilika, a large brackish lagoon and Ramsar site, is managed by the Chilika Development Authority. See CRZ clearance.

How we work
We are a litigation and advisory practice led by Advocate BK Singh, with offices in Dwarka (New Delhi) and Vaishali (Ghaziabad). This is what you can expect:
- Online consultation: quick review of your documents.
- Mining law experience: limits, compensation and renewals.
- Forest rights focus: gram sabhas and community rights.
- NGT Kolkata matters: coordinated through our network.
- Written fee terms: agreed stage by stage, never linked to the outcome.
Mistakes we see in Odisha
- Producing beyond EC or mining plan limits
- Using lease areas without forest clearance
- Incomplete gram sabha processes
- Bright lighting near turtle nesting beaches
- Filing NGT matters in Delhi instead of Kolkata
A mine's production reconciliation
Here's a made-up example. An iron ore lessee in Keonjhar received a notice alleging production above its EC limit in one year.
We reconciled production, dispatch and stock records with the mining plan and EC, and found that the alleged excess was ore from earlier years held in stock. The reply with records and the regulator's own returns resolved the notice.
Steel, aluminium and refineries
Odisha has become one of India's main steel and aluminium producers, with integrated plants at Kalinganagar, Angul and elsewhere, aluminium smelters at Jharsuguda and Angul, alumina refineries in the bauxite districts, and a refinery and port complex at Paradip. These plants need EC, consent and hazardous waste authorisation, and generate red mud, fly ash, slag and effluent. Red mud ponds from alumina refineries need careful management to avoid failures. Aluminium and petroleum refining are covered by emission intensity targets under the Carbon Credit Trading Scheme. See carbon credits.
Chromite and the Sukinda valley
The Sukinda valley in Jajpur district holds most of India's chromite reserves. Open-cast chromite mining has contaminated surface and groundwater with hexavalent chromium, a serious health hazard, and the area has been listed among India's most polluted places. Mines here must manage overburden, treat mine water to remove chromium, and monitor groundwater. Legacy contamination may fall within the framework of the Contaminated Sites Rules, 2025. See environmental due diligence.
