Puducherry is a Union territory made up of four separate regions: Puducherry and Karaikal on the Tamil Nadu coast, Mahe on the Kerala coast, and Yanam on the Andhra Pradesh coast. Each region shares its surroundings and environmental issues with its neighbouring state, but is governed by the Union territory's rules and authorities. The Puducherry coast has suffered serious erosion, partly attributed to harbour structures, leading to sea walls and beach restoration. The Ousteri lake, a wetland shared with Tamil Nadu, is a bird sanctuary. Karaikal has a port that handles coal and other cargo, and dust and pollution from it have been before the NGT.
Industries deal with the Puducherry Pollution Control Committee, and industrial estates at Mettupalayam, Sedarapet, Thirubuvanai and Karaikal host chemical, textile, food and engineering units. As a Union territory, Puducherry is covered by the Water (Prevention and Control of Pollution) Amendment Act, 2024. Cases go to the NGT's Southern Zone Bench in Chennai and the Madras High Court. We advise clients through online consultation, with local counsel on brief.

Coastal erosion and CRZ
Puducherry's beaches eroded sharply after harbour works, and the town's seafront is now protected by a sea wall, with an artificial reef and beach nourishment project to restore a beach. Coastal projects in all four regions need CRZ clearance where they fall within the zone, under the CRZ Notification, 2019 and the approved coastal zone management plan. Hotels, resorts and homes near beaches and backwaters should check no-development zones. Shoreline structures such as groynes affect neighbouring coasts, including in Tamil Nadu, and have been the subject of inter-state concern. See CRZ clearance.
Ousteri and wetlands
Ousteri lake, on the border of Puducherry and Tamil Nadu, is a large wetland and a notified bird sanctuary on the Puducherry side, and has faced encroachment and pollution. Protection requires coordination between the two governments. Development near the lake must check the sanctuary's ESZ and wetland rules. Other water bodies and tanks in the territory are also protected from encroachment under local rules and court orders. See eco-sensitive zones.
Karaikal port and industry
Karaikal port handles coal and other bulk cargo, and residents and fishers have complained of coal dust and water pollution, leading to NGT proceedings and directions on covered storage, dust suppression and monitoring. Industries in Karaikal and the Puducherry estates need consent, must treat effluent, and manage hazardous waste. Because Puducherry is a Union territory, Water Act contraventions are dealt with by adjudicating officers through penalties. See environmental penalty defence.

Mahe and Yanam
Mahe, a small enclave on the Kerala coast, and Yanam, on the Godavari delta in Andhra Pradesh, are governed by Puducherry's administration and pollution control committee, though their surroundings follow Kerala and Andhra Pradesh. Projects there must comply with Puducherry's rules, including CRZ along the coast and river, while practical issues such as river pollution or coastal erosion are shared with neighbouring states. Yanam's location on the Godavari brings flood and river protection concerns.

Mistakes we see in Puducherry
- Building near beaches without CRZ clearance
- Encroaching on wetlands or tanks
- Open coal storage near ports
- Ignoring adjudicating officer notices
- Applying neighbouring state rules in the enclaves
A beachfront guest house
Here's a made-up example. An owner planned to extend a guest house on the Puducherry coast.
We checked the coastal zone management plan and found that the extension would fall in the no-development zone. The owner redesigned the extension on the landward side and applied for the necessary approvals.
Heritage town and tourism
Puducherry's French quarter and Tamil quarter are heritage areas with building controls, and tourism has grown along the seafront, in Auroville's neighbourhood and on beaches to the north and south. Hotels and restaurants must manage sewage and waste, and those above the thresholds are bulk generators under the Solid Waste Management Rules, 2026. Auroville, which lies mostly in Tamil Nadu, has its own land and development issues, including disputes over tree felling for its master plan that reached the NGT and the Supreme Court. See bulk waste generator.
Groundwater and salinity
Puducherry and Karaikal draw much of their water from coastal aquifers, which face seawater intrusion when over-extracted. Industries, hotels and housing projects drawing groundwater need permission and should meter use, and the territory has regulated groundwater extraction to protect aquifers. Desalination and recycling are increasingly needed. Projects should plan water sources carefully and avoid deep borewells near the coast without permission. See groundwater NOC.

- Is it near Ousteri lake or another wetland?
- Does the unit draw groundwater with permission?
- Will the unit face Water Act penalties if consent lapses?
- Will NGT matters go to Chennai and writs to the Madras High Court?
