Gurugram is two things at once: a manufacturing hub, with the automotive cluster in IMT Manesar and the industrial sectors along the Delhi-Jaipur highway, and a city of offices, malls, hospitals and high-rise housing that has grown faster than its water, power and waste infrastructure. Both raise environmental issues. The Haryana State Pollution Control Board's regional offices in Gurugram handle consents and enforcement; the Haryana Water Resources Authority regulates groundwater in a district where it is heavily over-exploited; the Town and Country Planning Department and the municipal corporation control land use and building approvals; and the district is in NCR, so CAQM directions and GRAP apply.
Parts of Gurugram lie in the Aravalli hills, where forest and land preservation restrictions limit construction and mining. We serve Gurugram from our office in Dwarka, New Delhi, a short drive away. This page sets out the issues we see most often and how we help.

Gurugram at a glance
HSPCB Gurugram
Regional offices handle consents and enforcement.
Auto cluster
Manesar and nearby areas host vehicle and component makers.
Groundwater
Heavily over-exploited; permission from the Haryana Water Resources Authority.
Aravalli land
Forest and land preservation restrictions in parts of the district.
Construction
A large pipeline of commercial and residential projects needing EC and dust control.
Offices and DG sets
Heavy reliance on backup power, now restricted from GRAP Stage I.
The auto cluster
IMT Manesar and the surrounding areas host vehicle makers and hundreds of component suppliers. Paint shops, electroplating, heat treatment, machining and assembly generate effluent, air emissions, paint sludge, used oil and other hazardous waste. Units need consent, hazardous waste authorisation, and in many cases EPR registration for packaging and, increasingly, batteries for EV components. Large original equipment makers also send ESG questionnaires to suppliers and require compliance warranties.
Common problems include ETPs that cannot handle increased production, hazardous waste stored beyond the permitted period, used oil sold to unauthorised buyers, and consent conditions not updated after expansion. A compliance audit before renewal, or before signing a supplier code of conduct, avoids most of these. See environmental compliance audit.
Groundwater in Gurugram
Gurugram's groundwater has been over-extracted for years, and the blocks of the district are among the most stressed in Haryana. The Haryana Water Resources Authority requires permission for groundwater use by industries, commercial establishments, housing societies and infrastructure projects, with conditions on meters, recharge and charges. Borewells without permission have been sealed, and the NGT has dealt with illegal extraction and dewatering in the district. Construction projects with deep basements need dewatering permission. Housing societies that rely on borewells because of inadequate supply should apply for permission and meter use rather than wait for an enforcement drive. See groundwater NOC.
Aravalli land
Parts of Gurugram, especially towards the south and along the Faridabad border, lie in the Aravalli hills. Land here may be covered by orders under the Punjab Land Preservation Act, 1900, may be treated as forest under the broad meaning applied by the Supreme Court, and may fall under restrictions from the Supreme Court's long-running Aravalli orders on mining and construction. Developers and buyers of farmhouses and plots in these areas have faced demolition and stop-work orders. Before buying or building, check revenue records, PLPA notifications, forest records and court orders. See forest clearance and environmental due diligence.

Offices, malls and hospitals
Gurugram's office towers, malls, hotels and hospitals rely heavily on DG sets for backup power. CAQM directions require larger gensets to be converted to dual fuel or retrofitted, and limit their use; since the September 2026 GRAP revision, the DG set actions begin at Stage I, so restrictions apply from early in the winter. Buildings also need consent where they have STPs or large gensets, and must comply with EC conditions if they were built under environmental clearance. Planning backup power that complies with the current directions, before the season, avoids notices and disruption. See DG set emission norms.

How we work
We are a litigation and advisory practice led by Advocate BK Singh, with offices in Dwarka (New Delhi) and Vaishali (Ghaziabad). This is what you can expect:
- Close to Gurugram: our Dwarka office.
- Manufacturers and buildings: consents, groundwater and DG sets.
- Land checks: Aravalli and forest status.
- Fast action: on notices and closures.
- Written fee terms: agreed stage by stage, never linked to the outcome.
Mistakes we see in Gurugram
- Expanding production without amending consent
- Using borewells without the authority's permission
- Buying Aravalli land without checking its status
- Waiting for GRAP to fix DG sets
- Dewatering basements without permission
A Manesar supplier's buyer audit
Here's a made-up example. A Manesar component supplier was asked by its vehicle maker customer to sign a code of conduct with environmental compliance warranties.
Our audit found that its consent did not cover a new paint line and that used oil was being sold to an unauthorised buyer. The supplier applied for a consent amendment, contracted with an authorised re-refiner, and then signed the code with an accurate disclosure.
A farmhouse plot in the Aravallis
Here's a second made-up example. A buyer planned to purchase a farmhouse plot in southern Gurugram. Our review found that the plot was covered by an old notification under the Punjab Land Preservation Act and had forest characteristics.
The buyer did not proceed. A neighbouring plot later faced a demolition order for construction on similar land.
