Noida and Greater Noida, in Gautam Buddh Nagar district, have grown from planned industrial towns into one of India's largest real estate and manufacturing hubs. Electronics and mobile phone factories, garment exporters, auto component makers, data centres, offices, malls, universities and hundreds of housing societies all deal with environmental rules. The Uttar Pradesh Pollution Control Board's regional offices for Noida and Greater Noida handle consents and enforcement; the Noida Authority, Greater Noida Authority and the Yamuna Expressway Industrial Development Authority control land and building approvals; and the district is in NCR, so CAQM directions and GRAP apply.
Noida also has a distinctive environmental issue: the Okhla Bird Sanctuary on its border with Delhi, around which the eco-sensitive zone affected building completions for years after Supreme Court and NGT orders. We serve Noida and Greater Noida from our office in Vaishali, Ghaziabad. This page sets out the issues we see most often and how we help.

The Okhla Bird Sanctuary and its ESZ
The Okhla Bird Sanctuary lies where the Yamuna enters Uttar Pradesh from Delhi, next to Noida's sectors. In 2013, in the absence of a notified eco-sensitive zone, the NGT directed that no completion certificates be issued for buildings within ten kilometres of the sanctuary until the zone was notified, which affected thousands of flats. The ESZ was later notified by the environment ministry, with a much narrower extent around the sanctuary, and completions resumed for most projects outside it.
Projects close to the sanctuary must still check the ESZ notification and the zonal master plan, which list prohibited and regulated activities, and may need approval from the monitoring committee. Buyers of flats in sectors near the sanctuary should check whether the building is within the ESZ and whether it complied with the conditions. See eco-sensitive zones.
Housing societies and builders
Noida and Greater Noida have hundreds of large housing projects. Builders need EC for projects above 20,000 square metres of built-up area, CTE and CTO from the UPPCB for STPs and DG sets, groundwater permission, and compliance with dust control and C&D waste rules during construction. After handover, RWAs and apartment owners' associations inherit STP operation, DG sets, borewells and, under the 2026 Solid Waste Management Rules, bulk waste generator duties. Disputes between builders and RWAs over incomplete environmental infrastructure, such as non-functional STPs or missing composting, are common, and authorities often send notices to whoever is visible.
We advise builders on approvals and compliance, and RWAs on handover issues, notices and their own duties. See bulk waste generator and EC for building projects.
Electronics and EPR
Noida has become one of India's main centres for mobile phone and electronics manufacturing. These units have obligations under the E-Waste (Management) Rules, 2022 as manufacturers and often as producers, under the Battery Waste Management Rules for batteries in devices, and under the Plastic Waste Management Rules for packaging. They also need consent for their operations, hazardous waste authorisation for process waste, and groundwater permission. EPR registrations, targets and returns on the CPCB portals are now a significant compliance task for these companies. See e-waste EPR.

Groundwater, the Hindon and the Yamuna
Groundwater in Gautam Buddh Nagar is regulated under the Uttar Pradesh Ground Water (Management and Regulation) Act, 2019. Industries, commercial establishments and housing societies using borewells need registration and NOC under the state system; old CGWA applications do not substitute. The Hindon river, which joins the Yamuna near Greater Noida, is heavily polluted, and industries discharging into drains that reach the Hindon or Yamuna face strict action. Construction dewatering for deep basements also needs permission. See groundwater NOC.
The airport region and YEIDA
The development of the Noida International Airport at Jewar and the industrial and logistics parks planned by YEIDA along the Yamuna Expressway are bringing new projects to the southern part of the district and beyond. New units in these areas need CTE before construction, groundwater permission, and in some cases EC, and must plan for NCR air quality rules from the start. Land along the Yamuna floodplain carries additional restrictions. Early environmental planning saves time when these projects reach the approvals stage.

How we work
We are a litigation and advisory practice led by Advocate BK Singh, with offices in Dwarka (New Delhi) and Vaishali (Ghaziabad). This is what you can expect:
- Close to Noida: our Vaishali office.
- Builders and RWAs: approvals, handover and notices.
- Manufacturers: consents and EPR.
- Fast action: on notices, closures and dust fines.
- Written fee terms: agreed stage by stage, never linked to the outcome.
Mistakes we see in Noida
- Relying on old CGWA papers under the UP Act
- Handing over a society without a working STP
- Ignoring the Okhla ESZ for projects near the sanctuary
- Not registering construction sites on the dust portal
- Missing EPR registrations for electronics
A society's STP dispute
Here's a made-up example. A Greater Noida society received a UPPCB notice because its STP was not working and treated water was not being reused. The builder had handed over common areas a year earlier.
We reviewed the handover documents, wrote to the builder about the STP defects, and helped the RWA appoint an operator and obtain fresh results. The reply to the notice set out the steps and timeline, and the UPPCB allowed time for repairs.
An electronics unit's EPR
Here's a second made-up example. A Noida mobile accessories maker had registered for e-waste EPR but not for batteries, though its power banks contained lithium-ion cells.
We registered it under the Battery Rules, mapped its battery quantities, and helped it contract with a registered recycler. Its next annual returns covered both obligations.
