Our pages on the UPPCB, Noida and Greater Noida, Ghaziabad, Meerut and Kanpur cover the main industrial centres. Across Uttar Pradesh as a whole, other issues stand out: the Taj Trapezium Zone around Agra, where the Supreme Court has restricted polluting industry for decades to protect the Taj Mahal; the Ganga and Yamuna, with directions on industries and towns along both rivers; sand and stone mining in Bundelkhand; coal-based power and mining in Sonbhadra, part of the Singrauli belt; the sugar and distillery belt; and protected areas such as Dudhwa in the Terai.
Industries deal with the Uttar Pradesh Pollution Control Board, headquartered in Lucknow, and groundwater users with the state system under the Uttar Pradesh Ground Water (Management and Regulation) Act, 2019. Cases go to the NGT's Principal Bench in New Delhi and the Allahabad High Court or its Lucknow bench. We serve the state from our Vaishali and Dwarka offices, with appearance on brief.

The Taj Trapezium Zone
In M.C. Mehta v Union of India (the Taj Trapezium case, 1996), the Supreme Court directed polluting industries in a zone of about 10,400 square kilometres around the Taj Mahal, covering Agra, Mathura, Firozabad and nearby districts, to switch to natural gas or relocate. Firozabad's glass and bangle furnaces and Agra's foundries were among those affected. The Court has continued to supervise the zone, restricting new polluting industries and expansions, and the Taj Trapezium Zone Authority oversees it. Units in the zone need to check whether their activity is permitted and must use approved fuels. Expansion proposals are closely examined.
Ganga, Yamuna and the sugar belt
Industries along the Ganga and Yamuna and their tributaries in Uttar Pradesh, including tanneries, sugar mills, distilleries, paper mills and textile units, have been subject to NGT and court directions to stop untreated discharges, achieve zero liquid discharge where required, and install online monitoring. During the Kumbh and Magh Mela at Prayagraj, polluting units upstream have been directed to halt discharges. The sugar and distillery belt of western and central UP faces seasonal enforcement. Units should keep treatment systems running and records in order. See consent to operate.
Mining in Bundelkhand and Sonbhadra
Bundelkhand's rivers, such as the Ken and Betwa, are mined for sand, and its hills for stone, with repeated allegations of illegal mining and NGT and High Court directions. Sonbhadra, part of the Singrauli coal and power belt shared with Madhya Pradesh, has large power plants and mines, fly ash ponds, and stone crushers, and has been identified as critically polluted. Mining leases need EC, mining plans and transit passes, and power plants must utilise fly ash and manage ash ponds safely. See environmental clearance.

Groundwater and the Terai
The Uttar Pradesh Ground Water (Management and Regulation) Act, 2019 requires registration of borewells and permission for non-agricultural extraction across the state, with stricter rules in over-exploited areas. In the Terai, Dudhwa National Park and Tiger Reserve, Katarniaghat and Pilibhit Tiger Reserve protect forests and wildlife, and projects nearby need wildlife clearance and must follow ESZ rules. Brick kilns across the state need consent and cleaner technology.

How we work
We are a litigation and advisory practice led by Advocate BK Singh, with offices in Dwarka (New Delhi) and Vaishali (Ghaziabad). This is what you can expect:
- Statewide service: from our Vaishali and Dwarka offices.
- TTZ and river issues: zone limits and directions.
- Mining and power: EC, ash and leases.
- High Court and NGT matters: Allahabad, Lucknow and Delhi.
- Written fee terms: agreed stage by stage, never linked to the outcome.
Mistakes we see in Uttar Pradesh
- Expanding a unit in the TTZ without checking limits
- Discharging into rivers during mela restriction periods
- Mining sand without EC or transit passes
- Relying on old CGWA papers under the UP Act
- Ignoring ESZs in the Terai
A Firozabad glass unit
Here's a made-up example. A Firozabad glass unit wanted to add a furnace and asked whether it could do so within the Taj Trapezium Zone.
We reviewed the Supreme Court's directions and the zone authority's conditions, and advised that the expansion would need natural gas firing and prior approvals with scrutiny of emissions. The unit applied with a gas-fired design and emission controls.
Expressways, airports and industrial corridors
Uttar Pradesh is building expressways, airports and industrial corridors across the state, including the Ganga Expressway, the defence industrial corridor nodes at Aligarh, Agra, Jhansi, Kanpur, Lucknow and Chitrakoot, and logistics parks. These projects need EC, forest clearance for forest stretches, tree felling permissions, and compliance with dust and C&D waste rules during construction. Industrial units setting up along these corridors need CTE before construction, groundwater registration under the UP Act, and, near Agra, checks against the Taj Trapezium Zone restrictions. See consent to establish.
Lucknow and other cities
Lucknow, Varanasi, Prayagraj, Agra and other cities have air quality action plans under the national clean air programme, with measures on construction dust, waste burning and vehicles. The Gomti in Lucknow and the Ganga at Varanasi and Prayagraj receive sewage, and riverfront developments have been challenged. Housing societies, hospitals, hotels and malls in these cities need consents, biomedical waste authorisation where relevant, and bulk waste generator compliance under the 2026 rules. See bulk waste generator.
