The Haryana State Pollution Control Board regulates pollution across a state that is heavily industrialised and largely within the National Capital Region. It grants consent to establish and operate, issues waste authorisations, inspects units, and issues notices, directions and compensation demands. Its headquarters is in Panchkula, and regional offices serve the main industrial districts, including Gurugram, Faridabad, Sonipat, Panipat, Bahadurgarh, Rohtak, Yamunanagar and others.
Because much of Haryana is in NCR, the Commission for Air Quality Management's directions and GRAP apply widely. In the September 2026 revision of GRAP, Sonipat was added to the districts where older petrol and diesel light vehicles are restricted at the higher stages. Groundwater is regulated by the Haryana Water Resources (Conservation, Regulation and Management) Authority. Industries such as Panipat's textile dyeing units, Faridabad's engineering and forging units and Gurugram's automotive cluster face sector-specific scrutiny. This page explains how to deal with the HSPCB.

Applying for consent in Haryana
Consent applications in Haryana are made online through the board's portal, linked with the state's investor facilitation system. The regional office examines the application, may inspect, and decides according to category and delegation. Haryana has used self-certification and simplified renewal for some categories to reduce delays, subject to conditions and verification. Change of land use from the Town and Country Planning Department, or allotment by HSIIDC in industrial estates, is usually a key document.
The 2024 exemptions and the 2025 guidelines on timelines apply. Many Haryana units also need permission from the Haryana Water Resources Authority for groundwater, and units in NCR must comply with CAQM fuel and DG set directions before consent is granted or renewed. See consent to operate.
NCR rules across Haryana
Haryana's NCR districts include Gurugram, Faridabad, Sonipat, Panipat, Rohtak, Jhajjar, Rewari, Palwal, Nuh and others. CAQM directions on approved fuels, DG sets and construction dust apply across them. Faridabad's industrial areas, with many forging and engineering units, have been focal points for fuel enforcement, and units were required to move to piped natural gas where available. Gurugram's construction boom makes dust control a constant issue. Under the September 2026 revision of GRAP, Sonipat joined the list of districts where BS-III petrol and BS-IV diesel light vehicles are restricted at higher stages, and dust portal monitoring now extends beyond municipal limits, covering many peri-urban sites in Haryana. See NCR, GRAP and CAQM compliance.
Panipat and the dyeing cluster
Panipat's textile cluster, including dyeing and processing units, generates large volumes of effluent and has been the subject of repeated NGT and board action for discharge into drains that reach the Yamuna. Units are expected to treat effluent in their own ETPs or send it to CETPs meeting standards, and many have faced closure for non-compliance. Similar scrutiny applies to electroplating and pickling units in Faridabad and Gurugram, which generate hazardous effluent and sludge. Units in these sectors should maintain treatment plants, online monitoring where required, and complete records of effluent and sludge disposal.

Groundwater in Haryana
Haryana regulates groundwater through the Haryana Water Resources (Conservation, Regulation and Management) Authority, set up under a 2020 state law. Industries, commercial establishments, housing societies and infrastructure projects drawing groundwater need permission from the authority, with conditions on metering, recharge and charges. Large parts of Haryana are over-exploited, and new extraction is restricted. The HSPCB checks groundwater permission during consent and inspections. Borewells used without permission have been sealed and compensation imposed. See groundwater NOC.
Aravalli land and mining
Parts of southern Haryana, in Gurugram, Faridabad and Nuh, lie in the Aravalli hills, where mining and construction are restricted by Supreme Court orders, orders under the Punjab Land Preservation Act, 1900, and forest law. Industrial and construction projects on or near Aravalli land face scrutiny on forest status and permitted land use. Before buying or developing land in these areas, check its status carefully. See environmental due diligence.

How we work
We are a litigation and advisory practice led by Advocate BK Singh, with offices in Dwarka (New Delhi) and Vaishali (Ghaziabad). This is what you can expect:
- Close to Gurugram: our Dwarka office serves Gurugram and Manesar.
- Consents and groundwater together: HSPCB and the water authority.
- Fast responses: to notices and closures.
- Aravalli land checks: before you build or buy.
- Written fee terms: agreed stage by stage, never linked to the outcome.
Mistakes we see with HSPCB matters
- Applying for consent without groundwater permission
- Running forging furnaces on unapproved fuel
- Discharging dyeing effluent without CETP compliance
- Building on Aravalli land without checking its status
- Ignoring dust rules on peri-urban sites
A Faridabad forging unit
Here's a made-up example. A Faridabad forging unit received a closure direction during a CAQM drive for using furnace oil.
The unit converted its furnaces to piped gas, obtained certificates and bills, and applied for revocation through us. The HSPCB inspected and revoked the direction within two weeks.
A Panipat dyeing unit's renewal
Here's a second made-up example. A Panipat dyeing unit's CTO renewal was kept pending because its effluent results exceeded the CETP inlet standards.
We helped it upgrade its primary treatment, obtain fresh results, and submit a compliance plan. The board renewed the consent with conditions on monthly monitoring.
