Delhi's industries work under closer environmental scrutiny than almost anywhere in India. Units in Okhla, Bawana, Narela, Wazirpur, Mayapuri, Naraina, Jhilmil, Patparganj, Badli and other industrial areas deal with the Delhi Pollution Control Committee for consents and inspections, connect to common effluent treatment plants, follow the Commission for Air Quality Management's rules on fuels and DG sets, and face GRAP restrictions every winter. Many of these areas exist because of the Supreme Court's orders in the 1990s and 2000s in the M.C. Mehta cases, which led to the closure of industries in residential areas and their relocation to new estates such as Bawana and Narela.

We are an environmental law practice led by Advocate BK Singh, with our office in Dwarka, New Delhi, close to the DPCC's work across the city, the NGT's Principal Bench and the Delhi High Court. This page sets out the environmental issues we see most often for Delhi units, buildings and institutions, and how we help with each.

Where industry is allowed

Industrial areas and land use

Industrial units in Delhi are expected to operate in approved industrial areas and in non-conforming clusters notified for redevelopment under the Master Plan for Delhi. Bawana and Narela were developed to receive units relocated from residential areas after the Supreme Court's orders, while Okhla, Wazirpur, Mayapuri, Naraina and others are older planned areas. Units outside these areas face refusal of consent and closure drives, often directed by courts.

When a unit applies for consent, the DPCC checks the land use first. When a buyer acquires an industrial plot, the status of the area under the Master Plan, the lease conditions of the Delhi State Industrial and Infrastructure Development Corporation or the DDA, and the permitted activity list should all be checked. Many disputes arise from units carrying on activities not permitted in their area or plot.

The Yamuna connection

Effluent, drains and CETPs

Most of Delhi's drains flow into the Yamuna, and industrial effluent discharged into stormwater drains is a long-standing enforcement priority for the DPCC and the NGT. Many industrial areas are served by common effluent treatment plants, to which member units must send their effluent after pre-treatment to the CETP's inlet standards. Wazirpur's steel pickling units, which generate acidic effluent, Okhla's garment washing and dyeing units, and electroplating units in several areas are among those most closely watched.

Common issues include units not connected to the CETP, units discharging directly into drains, pre-treatment not meeting inlet standards, and disputes with CETP societies about charges and capacity. A notice alleging discharge into drains should be answered with evidence of CETP connection, pre-treatment records and fresh test results.

GRAP in Delhi

Winter drives and closure

Each winter, joint teams from the DPCC, municipal corporations and other agencies inspect industrial areas and construction sites under GRAP and CAQM directions. Units using unapproved fuels, running old DG sets, burning waste or operating without consent are closed on the spot, often with electricity disconnected. Construction sites without dust control measures are fined and, at higher GRAP stages, stopped. Since the September 2026 revision, DG set actions begin at Stage I.

Preparing before October, with approved fuel records, genset certificates, consent copies and dust portal registration in order, is the best defence. If closure happens, comply and apply for revocation with evidence. See NCR, GRAP and CAQM compliance.

A Delhi speciality

Mayapuri, scrap and hazardous waste

Mayapuri is known for its scrap and auto parts trade, and in 2010 it was the site of a radiation incident involving discarded cobalt-60 equipment sold as scrap, which led to a death and several serious injuries and drew attention to hazardous material in the scrap trade. Scrap dealers, recyclers and dismantlers in Delhi now face scrutiny on hazardous waste, e-waste, used oil and battery handling. Dealers should know what they buy, avoid handling equipment that may contain hazardous or radioactive material without checks, and hand over hazardous fractions only to authorised facilities. See hazardous waste authorisation.

Beyond industry

Buildings, hospitals and institutions in Delhi

Many of our Delhi clients are not factories. Hospitals and nursing homes need biomedical waste authorisation and often consent; hotels, malls, banquet halls and offices face DG set rules and groundwater issues; housing societies have STP, DG set and bulk waste obligations; schools and colleges building new blocks may need EC after the August 2025 ruling; and builders redeveloping old plots face tree permission under the Delhi Preservation of Trees Act and dust rules. Each has its own regulator and process, and we coordinate across them.

Our approach

How we work

We are a litigation and advisory practice led by Advocate BK Singh, with offices in Dwarka (New Delhi) and Vaishali (Ghaziabad). This is what you can expect:

  • Delhi-based practice: office in Dwarka.
  • Knowledge of Delhi's estates: land use, CETPs and drives.
  • Fast action on closures: revocation and appeals.
  • Forums nearby: DPCC, NGT Principal Bench, Delhi High Court.
  • Written fee terms: agreed stage by stage, never linked to the outcome.
Avoid these

Mistakes we see in Delhi

  • Operating outside an approved industrial area
  • Discharging into drains instead of the CETP
  • Waiting until winter to fix fuel and gensets
  • Felling trees on a redevelopment site without permission
  • Ignoring DPCC portal messages
Illustration

A Wazirpur pickling unit

Here's a made-up example. A Wazirpur steel pickling unit was closed after an inspection found acidic effluent in the drain outside.

We found that the unit's neutralisation tank had overflowed during a power cut. The unit installed an overflow alarm and a standby pump, obtained fresh test results, and applied for revocation with photographs and CETP records. The DPCC revoked the closure after inspection.

Illustration

A Bawana unit's winter closure

Here's a second made-up example. A Bawana plastics unit was closed in November for using an old diesel genset during GRAP Stage II.

We showed that the genset had been retrofitted with an approved emission control device, produced the certificate, and applied for revocation. The direction was revoked within a week, with a condition to keep running hours within the permitted use.
