Ghaziabad is our home ground. Our office in Vaishali sits within a few kilometres of Sahibabad's industrial area and the UPPCB's regional office for the district. Ghaziabad combines old industrial areas such as Sahibabad, Meerut Road, Loni Road, Kavi Nagar and Bulandshahr Road, a large number of small and informal units in and around Loni, and dense residential areas such as Indirapuram, Vaishali, Raj Nagar Extension and Crossings Republik. It regularly appears among the most polluted cities in the country in winter, which means closure drives, GRAP restrictions and close scrutiny of fuels, gensets and construction dust.

The Hindon river, which flows through the district, receives effluent and sewage and has been the subject of NGT proceedings. Unauthorised units in residential and unplanned areas, especially in Loni, have faced repeated sealing drives. This page sets out the environmental issues we see most often in Ghaziabad and how we help units, builders and societies deal with them.

What triggers them

Winter closures in Ghaziabad

Ghaziabad's industrial areas see intense enforcement in October to January. Joint teams from the UPPCB, the district administration and the development authority inspect units for fuel, gensets, emission control devices, waste burning and consent. Units with coal or unapproved fuel at the site, old diesel gensets without retrofit or dual fuel, missing air pollution control devices, or expired consent are commonly closed on the spot, with power disconnected.

The pattern is predictable, so preparation works. Before October, check fuel, gensets and consent, clear old fuel stocks from the premises, and keep documents at the gate. If closure happens, comply immediately and apply for revocation with evidence through the regional office. Our Vaishali office handles these applications quickly. See closure notice reply.

Sealing drives

Loni and unauthorised units

Loni and parts of the district have many small units, such as plastic granule makers, rubber processors, dyeing and washing units, e-waste dismantlers and metal workshops, operating in residential or unplanned areas without consent. These units have faced repeated sealing drives under NGT and court directions, often accompanied by disconnection and environmental compensation. For such units, the choices are limited: relocate to an approved industrial area and obtain consent, or close. Continuing to operate after sealing invites further action, including criminal proceedings.

For owners willing to regularise, the steps are to identify a suitable plot in an approved industrial area, apply for CTE before installation, and plan for treatment and waste handling. We advise on relocation and the consent process, and on dealing with the sealing and compensation that has already been imposed.

Effluent and drains

The Hindon river

The Hindon flows through Ghaziabad before joining the Yamuna, and receives industrial effluent and sewage from several districts. The NGT has heard cases on its pollution and directed boards and authorities to act against discharging units and to improve sewage treatment. Units in Ghaziabad discharging into drains that reach the Hindon face notices for effluent exceeding standards, unauthorised outlets, and bypass of treatment plants. Answering such notices requires evidence of ETP operation, discharge routes, fresh test results and, where applicable, CETP membership.

Housing societies in Ghaziabad

Ghaziabad's residential growth has produced many large societies, often with delayed handovers from builders. Common environmental issues include STPs that do not work, DG sets used heavily because of power cuts, borewells without permission under the UP Ground Water Act, and solid waste not processed on site. Under the Solid Waste Management Rules, 2026, many societies are bulk waste generators with registration, segregation, on-site processing and annual return duties. During GRAP, societies face DG set restrictions that, since the 2026 revision, apply from Stage I. We help RWAs respond to notices and put systems in place, and advise builders on handover obligations.

Our approach

How we work

We are a litigation and advisory practice led by Advocate BK Singh, with offices in Dwarka (New Delhi) and Vaishali (Ghaziabad). This is what you can expect:

  • Local office: in Vaishali, near the regional office.

  • Societies and builders: notices and compliance systems.
  • Written fee terms: agreed stage by stage, never linked to the outcome.
Avoid these

Mistakes we see in Ghaziabad

  • Keeping old coal stock at a unit that has switched fuel
  • Reopening a sealed unit without revocation
  • Running a unit in a residential area and hoping to avoid drives
  • Ignoring DG set rules in housing societies during GRAP
  • Discharging into drains without treatment records
Illustration

A Sahibabad unit reopened

Here's a made-up example. A Sahibabad packaging unit was closed in November because its boiler was found running on wood without the board's approval.

We helped the unit switch to piped gas, obtain the conversion certificate and gas connection documents, and apply for revocation the same week. The regional office inspected and revoked the closure within ten days.

Illustration

A Loni unit's relocation

Here's a second made-up example. A rubber processing unit in a Loni residential area was sealed in a drive. The owner wanted to continue the business legally.

We advised that consent was not possible at that location, helped the owner lease a plot in an approved industrial area, and filed for CTE before installation. The new unit started with consent, and the compensation for the old site was settled after a hearing.
