Madhya Pradesh is central India's largest state, with the country's highest forest area, several of its best-known tiger reserves such as Kanha, Bandhavgarh, Pench, Satpura and Panna, and major rivers including the Narmada. Its industrial landscape includes coal mining and thermal power in Singrauli, cement around Satna and Katni, the Pithampur industrial area near Indore, and growing industrial parks. The state is also the site of the 1984 Bhopal gas disaster; in early 2025, legacy toxic waste from the Union Carbide site was moved to Pithampur for incineration under court supervision.
Industries deal with the Madhya Pradesh Pollution Control Board. The NGT's Central Zone Bench sits in Bhopal, so environmental cases from the state are heard locally, and High Court matters go to Jabalpur or the benches at Indore and Gwalior. We advise clients through online consultation, with local counsel on brief.

Singrauli coal and power
Singrauli, spanning Madhya Pradesh and Uttar Pradesh, has large open-cast coal mines and several of India's biggest thermal power stations. It has been identified as a critically polluted area, and the NGT has examined fly ash pond breaches, mercury and other contamination, and air quality. Mines and plants need EC, consent, fly ash utilisation and safe ash pond management. Ash pond failures have led to large compensation orders. Companies should monitor dykes, utilise ash as the notifications require, and maintain records. See environmental compensation demand.
Sand mining on the Narmada
Sand mining from the Narmada and its tributaries supplies construction across central India. Unauthorised mining has damaged river beds and led to violence against officials, and the NGT and the High Court have directed action against illegal mining and set conditions on mechanised extraction. Lease holders need EC under the sand mining framework, a mining plan, and compliance with the Sustainable Sand Mining Management Guidelines and monsoon restrictions. Transporters must carry valid transit passes. Mining in or near protected areas, such as the National Chambal Sanctuary in the north, is prohibited.
Tiger reserves and tourism
Madhya Pradesh's tiger reserves draw large numbers of tourists, and resorts have multiplied in their buffer areas. Eco-sensitive zone notifications around these reserves regulate hotels and construction, and National Tiger Conservation Authority guidelines govern tourism in core and buffer zones. The Ken-Betwa river link project, which involves submergence in Panna Tiger Reserve, received approvals with conditions and has been debated. Projects near reserves need wildlife clearance where required and must comply with ESZ restrictions. See eco-sensitive zones.

Industrial areas and the Bhopal legacy
Pithampur, near Indore, is one of the state's main industrial areas, with automotive, pharmaceutical and chemical units and a common hazardous waste TSDF. In January 2025, under directions of the Madhya Pradesh High Court, legacy toxic waste from the former Union Carbide plant in Bhopal was transported to the Pithampur facility for incineration, after protests and court proceedings on safety. Units in industrial areas such as Pithampur, Dewas, Mandideep and Malanpur need consent and hazardous waste authorisation, and must use authorised disposal routes.

- NGT Bhopal matters: coordinated through our network.
- Written fee terms: agreed stage by stage, never linked to the outcome.
Mistakes we see in Madhya Pradesh
- Mining sand without EC or transit passes
- Ash pond dykes without monitoring
- Building resorts in tiger corridors
- Sending hazardous waste to unauthorised buyers
- Assuming small quarries need no EC
A resort near Bandhavgarh
Here's a made-up example. An investor planned a lodge near Bandhavgarh Tiger Reserve.
We checked the ESZ notification and NTCA guidelines, and found that the plot was in a regulated zone where hotels were permitted with approval and limits on size. The lodge was designed within those limits and approved by the ESZ monitoring committee.
Cement and limestone
Madhya Pradesh is a major cement producer, with plants in Satna, Katni, Rewa, Damoh and Neemuch using local limestone. Cement plants need EC, consent and mining approvals for captive limestone mines, must control dust and stack emissions, and often co-process waste as fuel with the board's approval. Cement was among the first sectors notified under the Carbon Credit Trading Scheme in October 2025, so plants in the state have emission intensity targets for 2025-26 and 2026-27. Communities near mines raise issues of dust, blasting and water. See carbon credits.
Cities and rivers
Indore's waste management has been recognised nationally, and the state's cities are expected to meet the Solid Waste Management Rules, 2026. Bhopal's Upper and Lower lakes, the city's water sources, are protected, and construction in their catchment and around them has been restricted under NGT and High Court orders. The Narmada is a sacred river with towns and industries along its banks, and discharges into it are watched closely. Projects near lakes and rivers should check zoning and NGT directions before building. See environmental due diligence.

- Does the project need EC at the state or central level?
- Does sand or stone come from licensed sources?
- Is the site near Bhopal's lakes or the Narmada?
- Will NGT matters go to the Bhopal bench, close at hand?
