Uttarakhand combines industrial estates in the plains, at Haridwar, Roorkee, Sitarganj, Pantnagar and Kashipur, with a fragile Himalayan region of pilgrimage towns, hydropower projects, roads and forests. The 2013 Kedarnath disaster, the 2021 Rishiganga flood in Chamoli that destroyed hydropower projects, and the land subsidence in Joshimath in 2023 have shaped how courts and authorities look at construction and infrastructure in the hills. The Char Dham road project was allowed by the Supreme Court with wider roads for defence needs, with monitoring of its environmental impacts.
Industries deal with the Uttarakhand Environment Protection and Pollution Control Board. The Bhagirathi valley from Gaumukh to Uttarkashi is an eco-sensitive zone. River bed mining along the Ganga near Haridwar has been the subject of long campaigns and court orders. The Supreme Court in 2024 criticised illegal tree felling and construction for a tiger safari in Corbett and restricted safaris in core areas. Cases go to the NGT's Principal Bench in New Delhi and the Uttarakhand High Court in Nainital. We serve the state from our Delhi NCR offices, with appearance on brief.

Building in hill towns
Joshimath's subsidence in early 2023, with cracks in hundreds of houses and the relocation of residents, drew attention to unplanned construction on old landslide debris and to large infrastructure in the area. Similar concerns apply in Nainital, Mussoorie, Uttarkashi and other towns. Building bye-laws and hazard zoning limit construction on unstable slopes and near rivers, and courts have directed authorities to enforce them. Hotels and homestays should check zoning, slope stability, drainage and setbacks before building, and obtain approvals. See environmental due diligence.
The Bhagirathi ESZ and hydropower
In 2012, the environment ministry notified the Bhagirathi eco-sensitive zone covering about 100 km of the river from Gaumukh to Uttarkashi, prohibiting new hydropower projects above a small size and regulating construction, mining and other activities under a zonal master plan. Elsewhere, hydropower projects on the Alaknanda, Mandakini, Dhauliganga and other rivers have been examined by the Supreme Court and expert bodies since the 2013 disaster, and the 2021 Rishiganga flood destroyed projects in Chamoli. Projects need EC, forest clearance and careful disaster risk assessment, and must dispose of muck safely. See eco-sensitive zones.
River mining near Haridwar
Mining of sand, gravel and boulders from the Ganga's bed near Haridwar has been opposed for years by ascetics and environmental groups, and the Uttarakhand High Court and the NGT have restricted mining in parts of the river. Mining in rivers elsewhere in the state is allowed under leases with EC and monitoring, but illegal mining has led to closures and penalties. Stone crushers near rivers must meet siting rules and hold consent.

Corbett, Rajaji and wildlife
Corbett Tiger Reserve and Rajaji Tiger Reserve draw large numbers of tourists, and resorts have grown along their edges. In 2024, the Supreme Court found illegal felling and construction in Corbett's Pakhro area for a proposed tiger safari, criticised the officials involved, and directed that tiger safaris not be set up in core areas. Resorts and tourism projects near the reserves must comply with ESZ notifications and NTCA guidelines, and elephant corridors such as those between Rajaji and Corbett need protection. Industries in the plains near Haridwar and Rajaji also face corridor questions.

Mistakes we see in Uttarakhand
- Building on unstable slopes in hill towns
- Ignoring the Bhagirathi ESZ zonal plan
- Dumping construction muck into rivers
- Mining river beds without EC
- Building resorts in elephant corridors
A hotel in a hill town
Here's a made-up example. A Delhi company planned a hotel on a slope near Mussoorie.
We checked the zoning, slope status and forest records, and found that part of the plot was in a high-risk zone and had trees needing permission. The design was revised to the safer portion, with drainage and retaining structures, and approvals were sought.
Industrial estates in the plains
Uttarakhand's industrial estates developed by SIDCUL at Haridwar, Pantnagar, Sitarganj and Selaqui, along with units in Kashipur and Roorkee, host pharmaceutical, automotive, FMCG, paper and packaging units. Kashipur's paper mills have faced action over effluent into the Dhela and other rivers that flow into UP. Units need consent, hazardous waste authorisation and groundwater compliance, and those near Rajaji's elephant corridors face wildlife questions. Effluent reaching the Ganga system attracts strict enforcement. See consent to operate.
The Doon valley and Dehradun
The Doon valley has been protected since 1989 by a notification under the Environment (Protection) Act that restricts the setting up of polluting industries, mining and certain other activities in the valley, following the Supreme Court's orders on limestone mining in the Mussoorie hills in the Rural Litigation and Entitlement Kendra case. Dehradun's growth has strained its rivers, such as the Rispana and Bindal, and tree felling for road widening has drawn protests. Projects in the valley should check the Doon valley notification and tree rules. See tree felling permission.
