Telangana's industry is centred on Hyderabad, which has one of the world's largest concentrations of bulk drug and pharmaceutical manufacturers, along with technology, data centres and real estate. The Patancheru-Bollaram and Jeedimetla industrial areas have long been identified as critically polluted because of effluent and hazardous waste from chemical and pharma units. Hyderabad's lakes, many of them centuries old, have been encroached and polluted, and in 2024 the state set up HYDRAA, an agency that has demolished structures in lake full tank levels and buffers. In 2025, the Supreme Court took up the large-scale felling of trees on land near the University of Hyderabad at Kancha Gachibowli and stayed further clearing.

Industries deal with the Telangana State Pollution Control Board. Groundwater and trees are regulated under the Water, Land and Trees Act inherited from undivided Andhra Pradesh. Cases go to the NGT's Southern Zone Bench in Chennai and the Telangana High Court in Hyderabad. We advise clients through online consultation, with local counsel on brief.

Critically polluted areas

Pharma clusters and effluent

Bulk drug units generate solvents, high-strength effluent and hazardous waste. The Patancheru-Bollaram area, where groundwater and lakes were contaminated over decades, has been subject to long-running court and NGT proceedings, moratoriums on expansion at times, and directions on effluent treatment and transport to common treatment facilities. Units must treat effluent to standards, often with zero liquid discharge, send high-strength effluent to authorised facilities, and use authorised TSDFs and co-processing for waste. Tanker dumping of effluent into drains and lakes has led to closures. See hazardous waste authorisation.

Hyderabad's water bodies

Lakes, FTL and HYDRAA

Hyderabad's lakes have defined full tank levels and buffer zones within which construction is restricted under planning and irrigation rules, and the High Court has addressed encroachments for years. In 2024, the state created the Hyderabad Disaster Response and Asset Protection Agency, known as HYDRAA, which has demolished buildings found within lake FTLs and buffers and on government land, sometimes despite local permissions. Buyers and developers should check the FTL and buffer maps of nearby lakes and the land's status before buying or building, and owners who receive notices should seek advice promptly on the legal position. See environmental due diligence.

Kancha Gachibowli

Urban forests and tree felling

In 2025, the clearing of a large area of land with dense tree cover at Kancha Gachibowli, next to the University of Hyderabad, for development led to student protests and the Supreme Court taking up the matter on its own. The Court stayed further felling and asked the state to explain whether the land was forest and whether permissions were obtained. The case shows that land not recorded as forest can still be treated with caution if it has forest characteristics, under the broad meaning applied by the Supreme Court. Projects on green land in and around Hyderabad should check tree permissions under WALTA and forest status. See forest clearance.

State law

Groundwater and WALTA

Telangana continues to apply the Water, Land and Trees Act, 2002 from undivided Andhra Pradesh, adapted for the state, which regulates groundwater extraction, borewell drilling and felling of trees. Industries, commercial users and housing projects drawing groundwater need permission and must follow conditions. Felling trees, including for real estate, needs permission and compensatory planting. Units relying on CGWA papers alone should check WALTA requirements.

Our approach

How we work

We are a litigation and advisory practice led by Advocate BK Singh, with offices in Dwarka (New Delhi) and Vaishali (Ghaziabad). This is what you can expect:

  • Online consultation: quick review of your documents.
  • Pharma cluster experience: effluent, waste and consents.
  • Land checks: lakes, trees and forest status.
  • NGT Chennai matters: coordinated through our network.
  • Written fee terms: agreed stage by stage, never linked to the outcome.
Avoid these

Mistakes we see in Telangana

  • Tanker disposal of pharma effluent
  • Buying property in a lake buffer
  • Clearing green land without checking forest status
  • Drilling borewells without WALTA permission
  • Filing NGT matters in Delhi instead of Chennai

A villa near a lake

Here's a made-up example. A buyer planned to purchase a villa in a gated community near a Hyderabad lake.

We checked the lake's FTL and buffer maps and found that part of the community, including the villa, fell within the buffer. The buyer did not proceed. The developer later received a notice for the affected plots.

River rejuvenation

The Musi river and Hyderabad's sewage

The Musi river, which flows through Hyderabad, carries large volumes of untreated and partly treated sewage and industrial effluent, and downstream farmers use its water. The state has announced a rejuvenation project for the Musi, involving sewage treatment, riverfront development and removal of encroachments, which has raised issues of resettlement of residents along the river. Industries and establishments discharging to the Musi or its feeder drains face scrutiny, and projects along the river must check the riverfront plans and buffer rules.

Growth

Data centres, pharma city and new industrial parks

Hyderabad has become a major data centre hub, and new industrial clusters such as pharma and life sciences parks are planned on the city's outskirts. Data centres use large DG sets and significant water for cooling, and need consent and groundwater or water supply arrangements. New pharma clusters need EC as industrial estates, common effluent and waste facilities, and careful siting to avoid repeating the problems of Patancheru. Proposals to acquire farmland for such clusters have faced local opposition. See environmental clearance.
