Meerut and the surrounding districts of western Uttar Pradesh form one of India's main sugarcane belts, and the region's industry reflects it: sugar mills, distilleries that use molasses, paper units that use bagasse and waste paper, along with Meerut's own sports goods, scissors, handloom, jewellery and small engineering industries. The UPPCB's Meerut regional office handles consents and enforcement, and because Meerut is in NCR, CAQM directions and GRAP apply. Brick kilns across the rural parts of the district are subject to CAQM's technology and fuel rules.
The rivers of the region, especially the Kali (East) and the Hindon, have been seriously polluted by industrial effluent and sewage, and the NGT has examined their condition and directed action against discharging units. Construction of the Delhi-Meerut regional rapid transit corridor and expressways has also brought dust and C&D waste issues. We serve Meerut from our NCR offices, especially Vaishali. This page sets out the issues we see most often.

Sugar mills and distilleries
Sugar mills run during the crushing season and generate effluent from cane washing and processing, along with air emissions from bagasse-fired boilers and ash. Distilleries generate spent wash, a high-strength effluent, and are generally required to achieve zero liquid discharge through methods such as concentration and incineration, bio-composting with press mud, or other approved technologies. Molasses storage and transport are regulated. Boards inspect these units closely, particularly before and during the season, and the NGT has directed action against mills and distilleries discharging into rivers.
Common issues include ETPs overwhelmed at peak crushing, boiler emissions exceeding standards, ash disposal, spent wash storage lagoons leaking, and online monitoring not connected. Mills and distilleries should prepare before the season: ETP capacity, boiler controls, ash arrangements and ZLD systems checked and documented. See consent to operate.
The Kali and Hindon rivers
The Kali (East) river and the Hindon flow through the sugar and paper belt of western UP and have been heavily polluted by industrial effluent and untreated sewage. The NGT has examined their condition, including reports of contaminated groundwater in villages along the rivers, and directed the UPPCB and other authorities to act against polluting units, improve sewage treatment and monitor water quality. Units discharging into drains that reach these rivers face particular scrutiny, with closures and environmental compensation for violations.
If your unit discharges into such a drain, ensure your treatment meets standards, keep records and test results, and respond quickly to any notice. Where groundwater contamination is alleged, the Contaminated Sites Rules, 2025 may also become relevant. See environmental compensation demand.
Brick kilns and CAQM
Brick kilns are common across Meerut district and western UP. In NCR, CAQM has required kilns to use approved technologies such as zig-zag firing and approved fuels, and has restricted their operation during certain periods under GRAP. Kilns using old technology or unapproved fuels have been closed, and owners must also hold consent from the UPPCB. Kiln owners should confirm their technology and fuel comply, keep records of conversions and fuel purchases, and plan operations around seasonal restrictions.

Meerut's small industries
Meerut's sports goods industry, scissors makers, jewellers and small engineering units are often small and family run. Many have never applied for consent because they assume small units are exempt. Some are white category and exempt since November 2024; others, especially those with plating, polishing, dyeing or furnaces, are not. Electroplating and polishing generate hazardous effluent and sludge, and jewellery making may involve acids and metal recovery. A short check of the category, and an application where needed, prevents trouble when an inspection or complaint arrives. See industry category.

How we work
We are a litigation and advisory practice led by Advocate BK Singh, with offices in Dwarka (New Delhi) and Vaishali (Ghaziabad). This is what you can expect:
- Close to Meerut: our Vaishali office.
- Sugar and distillery experience: seasonal and ZLD issues.
- Kiln and small unit advice: category, fuel and consent.
- Fast action: on notices and closures.
- Written fee terms: agreed stage by stage, never linked to the outcome.
Mistakes we see in Meerut
- Starting the crushing season without checking ETP capacity
- Leaking spent wash lagoons
- Running kilns on old technology
- Assuming small units never need consent
- Ignoring river-linked drain discharges
A distillery's ZLD issue
Here's a made-up example. A distillery near Meerut received a notice after a spent wash lagoon overflowed during heavy rain.
We helped the distillery empty and line the lagoon, increase incineration capacity, and obtain fresh monitoring results. The reply set out these steps and a revised monsoon plan, and the board allowed operation under conditions.
A sports goods unit's category
Here's a second made-up example. A Meerut sports goods maker received a notice for operating without consent. It assumed it was exempt.
We found that its stitching and assembly were white category, but a small chrome plating section was not. The unit closed the plating section and outsourced plating to an authorised unit, documented the exemption for the rest, and replied to the notice. The board accepted the position.
