Bhiwadi and Neemrana form the industrial heart of the Rajasthan part of the National Capital Region. Developed by the Rajasthan State Industrial Development and Investment Corporation, the industrial areas at Bhiwadi, Chopanki, Khushkhera, Tapukara, Pathredi, Neemrana, including its Japanese zone, and Ghiloth host automotive, steel, chemical, electronics, food and consumer goods manufacturers. These units deal with the Rajasthan State Pollution Control Board through its Bhiwadi regional office, and, because the area is in NCR, with CAQM's directions and GRAP.
Two legal features make this area different from the rest of NCR. First, Rajasthan is one of the states where the Water (Prevention and Control of Pollution) Amendment Act, 2024 applied from the start, so many Water Act contraventions are dealt with by adjudicating officers through penalties rather than prosecution. Second, NGT cases from Rajasthan are heard by the Central Zone Bench at Bhopal, not the Principal Bench in Delhi, and High Court matters go to the Rajasthan High Court. We serve Bhiwadi and Neemrana from our NCR offices.

Penalties under the amended Water Act
The Water (Prevention and Control of Pollution) Amendment Act, 2024 applied from the start to Himachal Pradesh, Rajasthan and the Union territories, because those states had passed resolutions for Parliament to legislate. In Rajasthan, therefore, many Water Act contraventions that were earlier criminal offences, such as operating without consent, are now dealt with by adjudicating officers who can impose penalties from Rs 10,000 up to Rs 15 lakh, with additional penalties for continuing contraventions, under rules notified in 2024. Appeals against penalty orders lie to the NGT with a deposit of 10 per cent of the penalty.
For Bhiwadi units, this means that a lapse may lead to a notice of inquiry rather than a criminal complaint, but penalties can be imposed more quickly. Reply to inquiry notices in time, with evidence on each factor relevant to the penalty. See environmental penalty defence.
Wastewater and drainage
Bhiwadi has had long-running problems with industrial wastewater and stormwater. Low-lying areas have suffered waterlogging, and wastewater flowing from Bhiwadi towards neighbouring Haryana has led to disputes and NGT proceedings involving both states' authorities. The RSPCB and RIICO have been directed to improve drainage, CETP treatment and enforcement against units discharging untreated effluent. Units in Bhiwadi must ensure their effluent is treated to standards, connected to the CETP where required, and not discharged into stormwater drains. Notices on effluent should be answered with ETP records, CETP membership and fresh test results.
NCR rules in Rajasthan
The Rajasthan districts in NCR, including the Bhiwadi and Neemrana areas, are within CAQM's jurisdiction. The ban on coal and unapproved fuels, DG set directions and GRAP restrictions apply. Units in Rajasthan sometimes assume that NCR rules are mainly for Delhi and Haryana, but CAQM's flying squads and the RSPCB have closed units in Bhiwadi for fuel violations. Steel re-rolling, forging and chemical units with furnaces and boilers should confirm their fuel is on the approved list and keep records. See NCR, GRAP and CAQM compliance.

Groundwater in the area
Groundwater in Bhiwadi, Neemrana and the surrounding blocks is heavily over-extracted. Units drawing groundwater need permission and must meter and recharge. Rajasthan has moved towards its own legal framework for groundwater regulation, and the route for permission, whether under CGWA guidelines or a state authority, should be checked for your site at the time of applying. Units relying on old permissions should verify that they remain valid. See CGWA.

How we work
We are a litigation and advisory practice led by Advocate BK Singh, with offices in Dwarka (New Delhi) and Vaishali (Ghaziabad). This is what you can expect:
- NCR-based practice: serving the Rajasthan side of NCR.
- Penalty inquiries handled: under the amended Water Act.
- RSPCB and RIICO matters: consents, drainage and CETPs.
- Bhopal bench appeals: coordinated through our NGT network.
- Written fee terms: agreed stage by stage, never linked to the outcome.
Mistakes we see in Bhiwadi and Neemrana
- Assuming NCR fuel rules do not apply in Rajasthan
- Treating an adjudicating officer's notice as minor
- Filing an NGT appeal in Delhi instead of Bhopal
- Discharging into stormwater drains
- Relying on old groundwater permissions
A penalty inquiry in Bhiwadi
Here's a made-up example. A Bhiwadi chemical unit received a notice of inquiry from an adjudicating officer for operating for four months after its consent expired.
We showed that the renewal had been filed before expiry, the board had raised a query that the unit answered late, and monitoring results were within limits. The officer imposed a penalty at the lower end of the range, taking these facts into account.
A Neemrana manufacturer's EC compliance
Here's a second made-up example. A large Neemrana manufacturer planning expansion needed a certified compliance report on its existing EC.
We reviewed its six-monthly reports and found gaps in groundwater recharge and green belt conditions. The company fixed both before the regional office's visit, and the certified report supported its expansion application.
