Our page on Mumbai and Pune covers the coast, mangroves, MIDC chemical clusters and Pune's growth. Maharashtra extends far beyond those cities. Vidarbha, in the east, has coal mines and thermal power plants around Chandrapur and Nagpur, along with the Tadoba-Andhari Tiger Reserve. Western Maharashtra and Marathwada have a dense network of cooperative sugar mills and distilleries. The Konkan coast has fishing, tourism, ports and proposed industrial projects near the Western Ghats. Marathwada faces chronic drought and groundwater stress.
Across the state, industries deal with the Maharashtra Pollution Control Board, and groundwater is regulated under the Maharashtra Groundwater (Development and Management) Act, 2009. Cases go to the NGT's Western Zone Bench in Pune and the Bombay High Court at Mumbai or its benches at Nagpur, Aurangabad and Goa. We serve the state through our associate office.

Vidarbha coal and power
Chandrapur has been identified as a critically polluted area because of its concentration of coal mines, thermal power stations, cement plants and other industries. Fly ash, coal dust, and effluent from mines and plants have led to board action and NGT proceedings. Mines and plants need EC, consent, fly ash utilisation and safe ash pond management, and coal transport must control dust. The proximity of the Tadoba-Andhari Tiger Reserve and its corridors adds wildlife considerations for mining expansion. See environmental clearance.
Sugar mills and distilleries
Maharashtra has one of India's largest sugar sectors, with cooperative and private mills in western Maharashtra and Marathwada, many with attached distilleries and ethanol plants. During the crushing season, mills generate effluent and boiler emissions, and distilleries generate spent wash, which must be managed to achieve zero liquid discharge through approved methods. Spent wash discharges into rivers and land have led to closures and compensation. Mills and distilleries should check ETP and ZLD capacity before the season and keep records. See consent to operate.
Konkan and the Western Ghats
The Konkan districts of Raigad, Ratnagiri and Sindhudurg lie between the sea and the Western Ghats. Coastal projects need CRZ clearance, and the Ghats are covered by Western Ghats eco-sensitive area proposals and sanctuary ESZs, with restrictions on mining and polluting industries. Large industrial projects proposed in the region, such as refineries and power plants, have faced strong local opposition, and mining in the Sindhudurg Ghats has been restricted by court orders on ecologically sensitive villages. Projects here should screen land against CRZ, ESZ and Ghats restrictions before acquiring it. See CRZ clearance.

Groundwater and drought
The Maharashtra Groundwater (Development and Management) Act, 2009 provides for registration of wells, regulation of drilling in notified areas, protection of drinking water sources, and watershed-based management. In drought-prone Marathwada and parts of western Maharashtra, restrictions on drilling deep wells near public drinking water sources are enforced, and industries and commercial users drawing groundwater should check their obligations under the Act along with CGWA guidelines. Water-intensive industries such as breweries, distilleries and sugar mills in drought areas have faced public and legal scrutiny during dry years.

How we work
We are a litigation and advisory practice led by Advocate BK Singh, with offices in Dwarka (New Delhi) and Vaishali (Ghaziabad). This is what you can expect:
- Associate office in Maharashtra: local support.
- Statewide coverage: Vidarbha, Marathwada and Konkan.
- Sugar and power experience: ZLD and ash.
- High Court benches covered: Nagpur and Aurangabad.
- Written fee terms: agreed stage by stage, never linked to the outcome.
Mistakes we see in Maharashtra
- Starting the crushing season without ZLD capacity
- Ash pond overflows
- Acquiring Konkan land without CRZ and ESZ checks
- Drilling near public drinking water sources
- Filing NGT matters in Delhi instead of Pune
A distillery in Marathwada
Here's a made-up example. A distillery attached to a cooperative sugar mill in Marathwada was closed after spent wash was found in a nearby stream.
We advised repairing the lagoon, increasing evaporation and incineration capacity and testing groundwater around the site. The revocation application with these steps and a bank guarantee led to reopening under conditions.
Nashik, Aurangabad and Nagpur
Industrial areas in Nashik, Chhatrapati Sambhajinagar (Aurangabad) and Nagpur host automotive, engineering, pharmaceutical, beverages and food units. Chhatrapati Sambhajinagar's MIDC areas such as Waluj and Shendra have breweries and pharma units that draw on scarce water. Nashik's industries and the Godavari, which hosts the Kumbh Mela, raise river protection issues. Nagpur's Butibori MIDC and the Mihan project have their own clearances. Units need consent, hazardous waste authorisation and groundwater compliance, and should plan for water scarcity. See consent to operate.
Tigers in Vidarbha
Vidarbha has several tiger reserves, including Tadoba-Andhari, Pench, Melghat, Navegaon-Nagzira and Bor, with corridors that cross mining, power and road projects. Coal mining expansions near Tadoba have faced wildlife objections, and highways through corridors have been required to include underpasses. Projects in Vidarbha should check corridor maps, ESZ notifications and NTCA guidelines, and expect wildlife conditions. See eco-sensitive zones.
